The first half of the building is devoted to the governmental offices of the culture. Here, economic and environmental advisors discuss the issues with representatives elected by the citizens of the various cities. These representatives do not physically meet with each other and are essentially locked in their offices the majority of the time. They communicate with other diplomatic representatives via long-distance satellite video telecommunications.
The second half of the building is devoted to a very large SETI department that scans the skies in hope of finding other intelligent life. Once first contact has been established, the engineers and scientists make special effort to continue a channel of communication with the alien race if they prove themselves to be peaceful.
As expecting, this building is commonly found on planets where the culture is very well rounded in all areas of study and interest.
